These change packages aim to help public health agencies hire and retain a well-prepared workforce that finds a career in public health fulfilling and impactful. Based on the findings of the 2014 PH WINS survey, these five documents contain ideas and practices to support lasting change within state and local health departments. The self-guided documents share findings from the 2016-17 PH WINS Learning Collaborative, supported by the Association of State and Territorial Health Officials (ASTHO) and the de Beaumont Foundation. Participating health departments included the Boston Public Health Commission, Houston Health Department, Maryland Department of Health, Minnesota Department of Health, Nebraska Division of Public Health, and South Carolina Department of Health and Environmental Control.
