What is PH WINS?
The Public Health Workforce Interests and Needs Survey, known as PH WINS, is an online survey of individual governmental public health workers that captures their perspectives on key issues such as workforce engagement and morale, training needs and emerging concepts in public health, and collects data on the demographics of the workforce. In partnership with the Association of State and Territorial Health Officials (ASTHO), PH WINS was first fielded in 2014 and again in 2017. It is the only nationally representative source of data about the governmental public health workforce.
The goals of PH WINS are to:
- Help health agencies understand workforce strengths, gaps, and opportunities to improve skills, training, and employee engagement
- Inform and guide future workforce research and development, such as recruitment and retention
- Support the workforce in modernizing their traditional public health roles to meet the evolving needs of the public
- Identify demographic trends and their implications for the workforce
Who can participate in PH WINS?
The next PH WINS survey will be conducted in fall 2020. The survey will be given to employees of any state or local public health agency whose health official has chosen to participate.
As part of the Research to Action program, the survey is currently being fielded in the Oregon Health Authority Public Health Division and Flathead City-County Health Department.

Why did I receive this survey?
If your health agency is currently participating in PH WINS, all employees in the agency have received an invitation to complete the survey.
How did you get my email address?
If your agency has agreed to participate in PH WINS, your agency leadership shared the email addresses for staff with the PH WINS research team. Your email will be used only to administer this survey.
I can’t open the survey link in my email. What should I do?
The survey program operates best in Google Chrome or Firefox. If you want or need to use Internet Explorer, please confirm that you are using an up-to-date version of the browser. In some cases, closing your internet browser and opening it back up will resolve the issue.
If you are having trouble clicking on the survey link, try copying and pasting the link into your browser. Alternatively, you can try holding down the CTRL key on your keyboard and clicking on the link.
How will my responses be used?
Your responses and those of your colleagues and agencies across the country will be used to inform and guide workforce research, development, and training. The de Beaumont Foundation and its research team will analyze and summarize the data at the agency and national levels. Please be assured that your responses to PH WINS will be kept private and confidential. We will not share any individual responses with anyone. Your agency will receive a report of aggregated results, and your answers will not be able to be traced back to you. Your agency will not have access to the data set or individual responses.
Will my supervisor know how I responded?
No. The de Beaumont Foundation is committed to protecting the privacy of respondents. All responses from the survey will be kept confidential. To protect participant privacy, identifiable information such as employee names and email addresses will be separated from the responses. Only the de Beaumont research team will have access to this information.
